Event command structure template

Large events use a command structure so decisions are made at the right level when something goes wrong. This board shows gold, silver and bronze command, who sits in each tier, what each can decide, which radio channel it uses, and how instructions flow down while incidents and decisions outside someone's authority are escalated up.
